The CJK fonts arent being served as web fonts yet, I think, at least not for production use. This Python module defines the process used to test Noto fonts. As these are Noto-specific process requirements they have not been merged into the upstream GFBuilder. Noto Sans is the latin (and greek and cyrillic) noto font. We also (based on a configuration file) use UFO merging to add subsets of Noto Sans, Noto Serif or Noto Sans Devanagari into the sources to produce a 'full' build of the font. My personal suggestion however would be to have a blacklist for fonts, that by default contains all Noto fonts except for ones that match system locales. Download individual fonts from the download guides for Noto Sans CJK or Noto Serif CJK or look in Releases. Google fonts and the Noto fonts project are not the same. Some software lets users pick their favorite fonts and allow for filtering by favorites in the font selection.
